Have ribs cut in serving pieces. Brown on all sides, placing fat side down first, so no additional fat need be used.
When ribs are browned, drain off and discard any fat in pan. Sprinkle with salt and garlic powder. Add water just to cover and heat to boiling. Cover and simmer 1 1/2 hours, just until meat is tender. Drain meat. saving broth.
Place ribs in shallow roasting pan. Combine all remaining ingredients and pour over meat. Bake in 350° oven for 1 1/2 hours, basting frequently.
If sauce becomes too thick, add some of the reserved beef broth, makes 6 to 8 servings.
