Heat oven to 375°F.
Combine flour, baking powder and salt. Beat brown sugar and 1/2 cup butter in large bowl with mixer until light and fluffy. Add apples, egg and 1/2 teaspoon vanilla; mix well. Gradually add dry ingredients, mixing well after each addition.
Drop dough into 24 mounds, 2 inches apart, on baking sheets sprayed with cooking spray, using about 2 tablespoons dough for each mound.
Bake 10 to 12 minutes or until lightly browned. Cool 3 minutes. Remove from baking sheets to wire racks; cool completely.
Beat cream cheese and powdered sugar with remaining butter and vanilla in medium bowl with mixer until blended; spread onto cookies.
